Premiere Pro exports proxy-quality footage
Check whether the export explicitly uses proxies, then confirm that each clip is connected to its full-resolution original.
In Premiere Pro's Export workspace, open Media File > General and turn off Use Proxies for a full-resolution delivery. Adobe says exports normally use full-resolution media even when proxy playback is enabled. A soft preview alone does not prove that your export used proxies.

Compare one shot before exporting the whole edit
Choose a short section with fine detail, such as a sign or fabric. Keep the same output dimensions for both comparison files, use different filenames, and compare the same frame at the same viewing size. This avoids mistaking a smaller player window for sharper footage.
Adobe documents an explicit proxy-export option under Media File > General. Also turn off Use Previews for this comparison: that option introduces rendered preview files as another possible source. You do not need to delete proxies or rebuild the edit just to isolate the export setting.
If the new sample is sharper, keep those settings for delivery. If only certain shots remain soft, inspect those clips rather than changing every export control.
Confirm the original is attached
Save a separate project copy before changing media links. Locate the camera original on disk and distinguish it from the proxy by its folder, dimensions, duration, and recognizable content. A matching filename alone is a weak check when several shoots use the same camera naming pattern.
For the documented proxy workflow, select the affected clip in the Project panel and use Proxy > Reconnect Full Resolution Media. Match it to the correct original. Adobe's reconnection instructions describe the matching options and supported clip types. Reconnect one known clip first; compare its opening frame and a later frame before applying automatic matching to more clips.
If the original is on a disconnected drive, reconnect that drive first. Turning off a checkbox cannot supply a file that is unavailable. For a general offline-media message, follow the offline relinking guide.
When the sample is still soft
If the correct original is available and the short export looks the same with proxies and previews excluded, you have not established a proxy problem. Compare the original itself with the export before trying other changes. Record the source dimensions, output dimensions, and the timecode of one affected shot.
For an unresolved mismatch, use the Community link on Adobe's export help page and include those details plus the Premiere version. A screenshot of the export settings is more useful than a description such as "best quality." Keep client footage and identifying filenames out of a public support post.
